Add "in-portal:root.view" permission

If user don't have a permission to perform an action in "Admin Console", then he is redirected to nice "No Permission" page. It turns out, that "No Permission" page itself checks for "in-portal:root.view" permission, which you can't set in "Permissions" tab during group editing (notice missing "View" checkbox in first row in attached image).

Of course this checkbox is set in database for "admin" group, but in case if you need to create another admin group, which will replace "admin" group, then you're out of luck viewing infinite redirect message on "No Permission" page.
