Plan:

don't clear "time_format" and "input_time_format" field options for "ScheduleFromDate" and "ScheduleToDate" fields
add "picker_default" field option with "midnight" value to the "ScheduleFromDate" field
add "picker_default" field option with "midnight +1 day -1 second" value to the "ScheduleToDate" field
use two "inp_edit_date_time" controls (one for each field) for specifying scheduled date
create migration SQL, that would add "23:59:59" (in seconds equivalent) time to the "ScheduleToDate" field of existing promo blocks, that have this field populated
