      1. Add new option to "Allow new user registration" (User_Allow_New) called "Email Activation".

      2. When selected, then users will be created with Pending status and will have activation link added to "USER.ADD.PENDING" email event body (only when this option is selected).

      3. Clicking on link will display nice template to user and activate him right away.

      Patches must be submitted through Phabricator.

      Description

      Add ability to send verification message to email address, that user is specified in registration form. Message should contain link with some sort of activation code. When user receives email and clicks on the link, then his account will become active.

      Can create functionality based on forgot password logic, because they are very much alike.
