"Add Phrase" button on Labels & Phrases available only in Debug
There is a DEBUG only limitation in core/admin_templates/languages/phrases_list.tpl template for "Add Phrase" button.
This limitation should be removed since now we control this section button via "System Presets" admin/system_presets/simple/phrases_phrases.php (ie. new_item option):
'phrases_list_st' => ('new_item', 'edit', 'delete', 'view', 'dbl-click')
