Description

When mod-rewrite is turned off, then when we go to missing template it tries to display design template (which always exists) and we don't see and error OR nice 404 not found template like in mod-rewrite mode.

Maybe all sites have mod-rewrite on front-end, but we don't have it, while in administrative console.
