1. plain_url_processor.php + url_manager.php -> http_query.php
2. rewrite_url_processor.php -> mod_rewrite_helper.php

Language and Theme links don't work without Template.

For example URLs like /language_pack_name.html or /theme_name.html or /language_pack_name/theme_name.html won't work.
